Terms of Reference for Consultancy to provide Organizational Capacity Development (OCD) Support to the East African Centre for Human Rights

1. About EACHRights

The East African Centre for Human Rights (also known as EACHRights) was established in May 2010 to undertake Human Rights work at a regional context. The organization is a non-partisan, Regional Non-Governmental Organization that seeks to initiate and undertake programmes that promote, protect, and enhance Economic, Social, and Cultural Rights (ECOSOC Rights) in Kenya, Uganda and Tanzania for vulnerable and marginalized groups.

The organization specializes on the Right to Education, Right to Health and Child Protection.

2. Background

Over time, with support from various development partners, EACHRights has grown in scope, regional presence, number of staff and level of influence in the region. This has given the organization an edge in the promotion, protection and realization of human rights particularly for children. On the other hand, the growth has also presented a lot of opportunities and lessons to learn from. Recognising that the civil society community represents a critical constituency and development partners for advancing the Child Rights Governance in the region, EACHRights, with support from SCI ESARO, has initiated the process to assess the existing organisational capacity development and needs (identifying strengths and weakness) of the organization, in order to help the organization, adapt to the changing CSO environment. The process also includes developing realistic and time-bound strategies to address the capacity deficits of EACHRights, based on the results of the assessment.

3. Objectives of the OCD

The intention of the OCD assessment process is to provide EACHRights with constructive findings that can support it in the following
organisational development areas:
  1. Clarifying where the organisation is now, and where it wants to be;
  2. Assessing the gap between the current reality and the future vision;
  3. Identifying where the organisation is doing well and some of the good practices that facilitate organisational success;
  4. Identifying the challenges or obstacles that are constraining the progress of the organisation;
  5. Developing an action plan for bridging the gap and achieving enhanced organizational capacity
The approach to be taken in this process must at a minimum include in-depth questions and analysis considering the: existence of, systems or documentation of, the knowledge of, the spread of and the use of the following areas of capacity:

4. Deliverables of the consultant

  1.  Develop the OCD assessment tools focusing on the priority areas listed above
  2. Administer the OCD assessment tools to all the staff members including a representation from the Board of Directors
  3. Conduct an initial data consolidation from the findings and develop organizational capacity plan.
  4. Guide the participatory self- assessment organizational capacity in the capacity competencies mentioned above
  5. Provide a leading facilitation of the development of organizational capacity strengthening and building plan for the priority areas.
  6. Facilitate a consultative leadership development training workshop, based on the capacity building plan, for the Board of Directors, senior management and all staff of EACHRight
5. Expected Outputs

  1.  Inception Report which should also include participatory tools and clear work plan, methodology and the cost of carrying out the activity.
  2. Organisational Capacity Building Plan highlighting the practical actions to be done by the organization.
  3. A Workshop for Board of Directors, Senior Management Team and Staff of EACHRights based on the organisational capacity building plan
  4. Final Report Finalised with clear recommendation to sustainable follow-up plans

6. Qualifications and Competencies

Consultants/ research institutions interested in conducting this consultancy should have the following qualifications:
  1. Experience and knowledge of CSO organizational capacity building & strengthening expertise.
  2.  At least a Masters/PHD degree in a relevant discipline i.e. Business administration or business leadership or any Social Science
  3. Proven experience in engaging organisational development reviews.
  4.  Experience in research and data collection
  5. Knowledge of child rights and human rights.
  6.  Be fluent in English.·        
  7. Have excellent communication skills. 
  8. Experience in leading and facilitating participatory processes
  9.  Ability to manage multiple, complex tasks being undertaken concurrently
  10.  Experience in conducting key informant interviews and focus group discussions
  11.  Ability to analyse, interpret and synthesise information from a number of sources
7. Duration and timing of the assignment:

EACHRights Will provide administrative support and management of the consultant.

The consultancy is set to begin on November 1, 2017 and end on November 30, 2017.
